1. Name of the Society: INTEGRATED RURAL SOCIETY (IRS)
2. The Office of the Society is situated in the Provinces/States: SHG Hut, Public Bus Stand, P.O.- Gohpur, Dist.- Biswanath, Assam, Pin -784168
3. The Objects for which the Society is established are:-

(a) Rural Development:

1. Toorganize the people of the area fewer than one roof and thereby try to work together for development of the area in all respect.

2. To look after for development of all roads, land, bye-land, supply of pure drinking water, proper electrification etc. in the area of rural.

3. To try offering as implement agency income generation programme on Handloom Textile, Handicrafts and others rural development programme.

4. To undertake Social Welfare works for backwards classes’ communication for their better economic development.

(b) Health:

1. To organize free treatment camp in the area from time to time and to organize awareness camp on AIDS, Hepatitis-B, Cancer, HIV, T.B. etc. with from such type of diseases with the help of Govt. and experienced personals as well as to organize Ayurveda , Yoga, Health fitness awareness activities and rural sanitation programme.

2. To organize free medical camps for the people living below poverty line in the remote villages where medical facilities are not easily available.

 (c) Women & Child Welfare :  

1. To extent support & helping hand to achievement the Mission for Empowerment of Women

2. To help of child care and supply foods or nutrition, child brain development, child labour care.

(d) Education:

1. To try education of illiteracy form amongst the people of area by establishing pre- primary, adult education and condensed course of education centre in the area from time to time.

2. To try education of IT Skill, Computer Education, Science Technology and skill development courses as well as vocational training.

3. To extent helping hand to the desirous and needy poor students for their upliftment as much as possible.

(f) Art-Culture & Sports:

1. To organize various games & sports, State, National or International cultural function and literacy competitions in the area among the locality and thereby try to encourage then in these fields. Try to Socio-cultural visual documentation under societies of rural.

(g) Agriculture:
1. To help people of Assam by offering training and income generation programs on Sericulture, Agriculture, Livestock Farming, Fishery such livelihood etc.

(h) Environment:

1. To undertake various social welfares works with the help of students of the area with a view to keeping the area neat, clean and pollution free one.

2. To develop awareness among the people of Assam to protect wild life and thereby maintain a balance between development and nature.

3. To develop social forestry due to present pollution and de-forestation problems.

4. To make the area pollution free by undertaking tree plantation and other pollution control measures from time to time.

(i) Consumer/Social Awareness:  

1. To rise Of Consumer Awareness among the rural peoples and try to Consumer Awareness as an act of making sure the buyer or consumer is aware of the information about products, goods, services, and consumers rights.

2. To promote social awareness activities such seminar/workshop or any resource for development and try to socio-economic development under the area of tribes and backwards classes.

3. To promote social awareness on road safety/traffic safety awareness.

4. To try awareness programme on blind or magic activities organise & campaign to raise awareness on blindness in backwards area.

(j) Disaster:

1. To support flood/ cyclone and other natural calamities that affect both human population and the wild life of the state.

(k) Others Social Welfare:  

1. To work event or social welfare programme for socio-economic development from the National or International community’s support activities and it’s International Contribution with prior permission under the FCRA registration or if any in future.

2. To work as joining hands with other Partnership System in various development programme under the process to promote and achieve equality, justice and peace for all the society.

RULES AND REGULATION OF THE ORGANIZATION

5. MEMBERSHIP :
a) Qualification to become Members- The membership of the society will be given to any Indian citizen who :
i) He / She has attained the age of eighteen years. ii) Promises to abide by the rules and bye-laws and all the decisions taken by the association in respect of the amendments of the rules and bye-laws. iii) Subscribed in writing to carry out to the best of his / her capacity the objects of the association.
(b) Subscription, Donation etc: All the members are liable to subscribe lump-sum amount as membership fees/subscription and donation may also be liable to subscribe towards the Society, so fixed by General Meeting time to time.
(c) Collection of fund: The fund of the society will be collected from membership Subscription /fees, a donation from members /well-wishers, grants from any State or Central Govt. & National or International organization funding for socio-economic development in rural and from its own resources, if any.
(d) Control of fund: A bank account will be opened in the name of the Society in a Nationalized Bank / Post Office or schedule Bank, which shall be operated jointly by President & Secretary of the Society.
6. The procedure of the General Meeting: The General Meeting will be held at least one in a year.
7. Quorum of the General Meeting: In presence of 1/ 3rd members of the total members, the quorum of the General Meeting will be formed, but no quorum in case of an adjourned meeting is needed so fare.
8. Election procedure of the Executive Committee –
The Executive Committee will be constituted through democratic procedure amongst the meeting of the member of the Society in any General Meeting. 9. Short description of the Executive committee:-
Primarily Executive committee is consists of 9 members, which includes President-1, Vice-president-1, Secretary-1, Asst-1, Treasurer-1 and 4 executive members subject to increase in due course if felt necessary.
10. The power and function of the office bears of the organization
PRESIDENT
a) President shall be the head of the Organization and will have the right of casting a vote to decide the issue.
b) He / She shall guide supervise the various activities of the Organization and shall preside over all the meeting of the Executive Committee and the General Bony of the Organization.
c) To preside over the meeting of the Organization and to approve the decisions of the Executive Committee.
d) To advise the Secretary on Organizational matters.
e) In case any office bearer seat falling vacant, the power and function of that bearer would vest in the President.
f) The decision of the president shall be considered final in case of a dispute over the meaning or interpretation of any rule regarding meetings etc.
g) In the absence to the Secretary, the President shall discharge the function of the Secretary.
SECRETARY:
a) He/ She will look after the day-to-day management of the Organization and shall help the President to discharge his/ her duties. b) He/ She shall perform such other duties as may be required from time to time by the President, Executive Committee or the General Body.
c) He/ she shall hold office at the pleasure of the Executive Committee.
d) He/ She shall be the custodian of the records and shall be responsible for the proper upkeep of the accounts of the Organization.
e) He/ She shall represent the Organization, sign the power of Attorney and verify pleadings.
f) He/ She will make correspondences on behalf of the Organization, will submit an annual progress report, an audited statement of accounts of the Organization before the General Body meeting.
g) He/ She will be at liberty to spend for the purposes of the Organization anytime summing up to Rs. 5.000 without the previous sanction of Executive Committee. He/ She may also receive grants, donations and subscriptions on behalf of other Organizations if the Executive Committee so authorizes.
h) In the absence of the President, the Secretary shall discharge the duties of the President.
TREASURER:
a) He/ She will receive grants, donations and subscription on behalf of other Organization. b) He/ She shall look after the account matters of the Organization and shall maintain proper records of the audit transactions. c) He/ She shall coordinate with the President, the Secretary and the Executive Committee members to maintain sound economical health of the organization.
10. The term of the Executive Committee:-
The term of Executive Committee will be 3 (three) years, subject to increase or decrease in due purse if felt required.
11. The procedure of Re-election of the members of the Executive Committee:-If necessary, Re-election will be held according to the Election procedure.
12. Procedure of the meeting of the Executive Committee:- The Executive Committee will be held at least in every two months or so far booth functioning and management of the Society.
13. Quorum of the meeting of the Executive Committee:- In pursuance of 2/3 rd members of the total Executive members, the quorum of the Executive Committee will be formed, but the question of quorum of the adjourned meeting does not arise.
14. Expulsion of undesirable member:-
If any member goes against the Rules and Regulation of the Society, then the same member will be expelled from the Society.
15. Auditor:-
A qualified Auditor will be appointed by Executive Committee for a term of one year, who shall audit the accounts of the society at least once in a year and the annual Audit Report will be submitted to the Registrar of Societies Regularly.
16. Legal Procedure:- According to the provision laid down in section 6 of the societies Registration Act- XXI of 1860, the Society may sue or may be sued in the name of the President and Secretary of the Society.
17. Dissolution:-
If necessary, the Society may be dissolved and the properties remained after dissolution may be handed over according to the provision laid down in Section 13 and 14 of the Societies Registration Act-XXI of 1860.
